What is a property data report (PDR) vs. an appraisal?
A property data report (PDR) is a standardized record of a home's features and condition, collected on site by a trained data collector. It does not include an opinion of value. Lenders use it with Freddie Mac's ACE+ PDR or Fannie Mae's similar option when the loan qualifies to close without a full appraisal.
A PDR describes the house, it does not value it
An appraisal answers one question: what is this home worth? A property data report answers a different one: what is actually here?
Under Freddie Mac's ACE+ PDR program, a trained data collector visits the home and records property information in a standard format, in place of an appraisal. Freddie Mac says the dataset supports a full interior and exterior data collection, with images and a floor plan. The value side comes from Freddie Mac's automated tools, not from the person who visited.
Fannie Mae's version is called value acceptance plus property data. Fannie Mae states plainly that the property data collection "does not involve the development of an opinion of value." The collector is the eyes on site. Fannie Mae's system does the math. Think of it as a home inspection's tidy cousin who only takes notes and never tells you what anything is worth.
How a loan ends up with a PDR instead of an appraisal
The borrower does not choose a PDR. The loan qualifies for it. Freddie Mac lays out the order:
- The lender submits the loan to Loan Product Advisor, Freddie Mac's automated underwriting system, before ordering an appraisal.
- The lender checks the Feedback Certificate to see whether the loan is eligible for ACE+ PDR.
- If it is eligible, the lender orders a PDR instead of an appraisal.
The PDR has to use the Uniform Property Dataset, a standard list of data fields shared by Fannie Mae and Freddie Mac, and it is delivered through Freddie Mac's Beyond ACE system, which sends back feedback messages on the data. The lender still has to review the PDR before it delivers the loan, and those messages let it fix data problems before the file moves on.
If the loan is not eligible, nothing changes for you except the paperwork. The lender orders a regular appraisal, and the process runs the traditional way.
Fannie Mae's process is similar. The offer comes through its Desktop Underwriter system, the data is collected by "a trained and vetted third party or appraiser," and results go to Fannie Mae's Property Data API. Fannie Mae requires lenders to run annual background checks on collectors and train them on fair lending.
Why lenders like it: time and cost
Freddie Mac reports that, as of the second quarter of 2025, ACE+ PDR loans closed about 12 days faster on purchases and 10 days faster on refinances than appraisal-based loans. It also says borrowers saved about $400 on average per transaction, $200 versus $600.
Fannie Mae reports that its appraisal alternatives, including the property data option, have been used on millions of loans since 2018. Those are each company's own figures about its own programs.
Twelve days is real. In a purchase, that is the difference between closing on the 15th and paying another two weeks of rent to a landlord who just raised it.
PDR versus appraisal, side by side
| Property data report | Appraisal | |
|---|---|---|
| Who visits | Trained data collector (or an appraiser acting as one) | Licensed or certified appraiser |
| What it delivers | Features, condition, photos, floor plan | An opinion of market value with analysis |
| Opinion of value | No | Yes |
| Comparable sales analysis | No | Yes |
| Who decides value | Fannie Mae or Freddie Mac's automated tools | The appraiser |
| When used | Only when the loan is eligible | Any loan |
The biggest practical difference is accountability. An appraisal comes with a professional who has to support the number with evidence. With a PDR, the number comes from a system, and the report only describes the house.
What a PDR means for buyers and homeowners
- Be home or make access easy. The collector still needs to see the interior, take photos and sketch the floor plan.
- Point out upgrades. Have a list ready with dates: kitchen, baths, roof, windows, systems. Accurate data is what the value side relies on.
- Do not expect a value conversation. The collector is not there to discuss what your house is worth. Asking is like asking the person who reads your gas meter about your heating bill.
- Ask your lender what value was accepted. You may not get an appraisal report, so ask what value the loan was approved on.
- Want your own number? A PDR loan leaves you with no appraisal of your own. If you need one for planning, taxes or a future sale, order it separately.
What I see in the field
I am not against appraisal alternatives. When the loan risk is low and the data is clean, a faster closing is good for everybody. The trouble shows up when the house is unusual: a big remodel, an ADU, a view, a busy street, a lot nobody else in the neighborhood has. Those are the houses where a human looking at the evidence earns the fee.
One more term to keep straight. In lending, a hybrid appraisal usually means a data collector visits and an appraiser finishes the job from a desk. At ValuedAudit, my private desktop and hybrid appraisal are the same product with no site visit: you share what you know about the house, photos if you have them, and the pros and cons you are aware of, and I build the value from records and market data. That approach blends data science with human judgment, which I have taught and practiced for almost two decades, long before anyone said AI at an open house.
Key takeaways
- A PDR records a home's features and condition. It does not give a value.
- Data is collected on site by a trained collector, often with photos and a floor plan.
- A lender uses a PDR only when the loan qualifies through Freddie Mac or Fannie Mae's systems.
- Freddie Mac reports ACE+ PDR loans closed about 12 days faster on purchases (Q2 2025).
- Unusual homes are where a full appraisal still earns its keep.
People also ask
Is a property data report the same as a home inspection?
No. A home inspection is for the buyer and digs into systems and defects. A PDR is for the lender and records standard property data so an automated system can accept the value.
Can I ask for a full appraisal instead of a PDR?
You can ask your lender. Some will order an appraisal if you pay for it, but the lender decides which valuation the loan uses.
Who can be a property data collector?
Fannie Mae says a trained and vetted third party or an appraiser. Lenders must confirm collectors pass annual background checks and are trained, including on fair lending.
